On the direction of the cabinet secretariat, a root cause analysis of delayed infrastructure projects was undertaken by the Project Monitoring Group (PMG) team. This exercise provided inputs on projects with maximum delays by ministries of road transport & highways, railways, coal, petroleum & natural gas, power, civil aviation, housing & urban affairs, health & family welfare, and new & renewable energy. Subsequently, several meetings were conducted with central ministry officials and project proponents, and the PMG team did a detailed analysis.
The root cause analysis meeting with the state governments of Chhattisgarh, Tamil Nadu, Jharkhand, Andhra Pradesh, Maharashtra, Goa, Karnataka, and West Bengal was held via video conference under the chairmanship of Amrit Lal Meena, Special Secretary (Logistics), DPIIT, Ministry of Commerce & Industry, Government of India. During the meeting, delays and issues affecting the progress of 8 mega infrastructure projects in these states were discussed, and inputs were sought from the respective state governments for the reasons of delays.
