About the Department

 

Invest India is the National Investment Promotion and Facilitation Agency under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, Government of India. It hosts teams working with various government initiatives and missions of Government of India.

 (Digital and IT Services) Expert will support the Office of the Principal Scientific Adviser to the Government of India in advancing its communications function. This is a full-time (Consultant role).This role demands a proactive and outgoing approach towards stakeholder (internal as well as external) engagement and technical expertise to serve the digital and IT requirements of the Office.

Key Responsibilities

 

1. Website Handling (75%)

  • Liaison between internal stakeholders and vendors to ensure website content is up-to-date, relevant, and aligned with OPSA objectives.
  • Coordinate with various teams of National Informatics Centre (NIC) and appropriately implement Govt. of India guidelines for websites and portals of OPSA.
  • Provide end-to-end support with vendor management activities, including that of requirement scoping, preparation of RFP, vendor assessment and selection, and day-to-day coordination with vendors for deliverables.
  • Provide technical support to manage the back-end and front-end development, and maintenance of various portals and websites of the Office.
  • Provide timely advice to Office on various digital, IT and cyber security issues.
  • Assist in the implementation of website analytics tools to track performance metrics, providing insights to inform future website enhancements and optimizations.

 

2. Communication Responsibilities (25%)

  • Curate news and articles on important S&T matters worldwide for website updates, ensuring that the content is relevant, accurate, and up to date to keep visitors informed.
  • Write and update weekly blogs and articles on the website, covering a range of topics related to OPSA's mission, initiatives, and the broader S&T landscape, engaging audiences and fostering interest in OPSA's work.
  • Update the Latest Updates and Press Releases sections of the website.
  • Support the Office’s Communications Team in providing editorial support for various outputs of the Office, including the annual report, newsletters, press releases, and other collaterals.
  • Coordinate with cross-cutting teams for internal communication and content management within the OPSA.
  • Support with implementing a social media strategy to enhance OPSA's online presence. Create engaging content for social media platforms to increase audience engagement and awareness of OPSA’s initiatives.
  • Monitor social media channels for trends and feedback and adapt strategies accordingly.

Qualifications

 

  • Bachelors or Masters in Engineering or Sciences preferably in Information Technology, Computer Science or related fields.
  • 2-3 years of relevant experience in a similar role, preferably in a government agency dealing with Science and Technology matters.
  • Demonstrated experience in providing end-to-end support with website and digital services management.
  • Experience in handling and updating website data using CMS like WordPress, Joomla, Drupal etc.
  • Basic understanding of web technologies, HTML/CSS, and digital tools relevant to website management would be an added advantage.
  • Experience in managing vendor deliverables and ensuring alignment with project requirements and timelines.
  • Experience in preparation and review of FRS documents, SRS documents and UAT etc.
  • Experience in bid process management (preparation of RFP/DPR document, bid evaluation etc.)
  • Experience in IT and cloud service procurement (preferably through GeM)
  • Understanding of IT infrastructure, networking etc.
  • Experience of IT project implementation in client facing roles & working with Govt. organization will be preferable.
  • Ability to effectively manage multiple tasks, prioritize responsibilities, and meet deadlines in a fast-paced environment.
  • Good understanding of the broad science and technology ecosystem.
  • Strong attention to detail and quality assurance skills for reviewing website content, ensuring accuracy, consistency, and adherence to Branding Guidelines.
  • Effective communication skills for collaborating with cross-functional teams and conveying technical information to non-technical stakeholders.
  • Very good English language skills, Fluency in regional languages is an added advantage.
  • Interest in popular science writing and blogging would be an advantage.
